many people in the city feel that their neighborhoods are being destroyed by speculation in the fall of 1977, over 50 neighborhood and community groups came together to form the San Francisco Housing Coalition Their priority was stopping speculation on housing To discourage speculation they proposed an amendment to the city's transfer tax that would heavily tax the profits on housing properties turned over in less than three years the real estate board and downtown commercial interest were strongly opposed to control of their profit claiming that the market would take care of itself community people testified to the impact of unregulated speculation housing is one of the basic needs of human existence in this country housing must come first and with adequate housing it is unfortunate and i'm so tired of asking for housing for low income people because i don't think that there should be any people whose income is too low that they have to have some kind of special housing Our group has been engaged in a long fight over some open space and new construction and if you are talking about houses that sell to $90 to 120,000 if that's what your idea of low price housing in san francisco i'll be damned i have yet to see new housing more low income people can afford The coalition did not have the political cloud needed to get their ordinance passed Their initial efforts brought city wide attention to the problem of housing speculation And the Coalition continues to work together to press for legislative changes The SF Board of Supervisors passes the Rent Stabilization Ordinance (rent control) in June 1979.
