Seventeen years after the attacks on the World Trade Center, the effort to rebuild is still ongoing with construction of new WTC buildings. WTC 3 opened to tenants this past June, and several others are planned or have begun construction. In addition to the tall skyscrapers, a new train station and shopping center called “The Oculus” has also recently opened, creating an influx of pedestrian traffic to the already busy area.
The Port Authority of New York and New Jersey (PANYNJ) is overseeing construction and traffic control in the area, which has limited vehicular traffic, but increasingly high pedestrian traffic. During construction, only commercial and construction vehicles are permitted access to the complex, while thousands of people navigate the area on foot. The Port Authority reports that during peak hours, the area can see approximately 3,800 pedestrians an hour.
In order to effectively manage this heavy pedestrian traffic, Horizon Signal worked with the Port Authority to deploy a pedestrian crosswalk system in conjunction with a pair of SQ3TS signals. Each crosswalk is programmed to rest in “Walk” mode, while the video detection system looks for vehicles wishing to enter the work area. Upon detection of a vehicle, the pedestrian phase ends and vehicles are permitted to proceed.
