Farmers Surveying for Local Land and Natural Resources Management Hi, folks, ¿How are you doing? ¿How´s it going...?...¿What are you doing around...?... you big guys, uh?... hanging around...that´s what we are doing … (...other greetings ...) - Well, guys I´d like you to consider the proposal that I´ve come to explain you... we have...a project has arrived from ACCION CONTRA EL HAMBRE , right? and what brings us here is that we want to measure everyone´s land parcel... … also we are going to measure those parcels that have basic grains... … and we are going to measure the coffee parcels from each one of us... But before that , right? We are going to measure at the greater level of the thousand and more blocks that are included in the "Gaspar García Labiana" cooperative, right?... After that ...hmm...we would like to delimitate the forest areas, right? ...and about that, we´d like to tell to every farm owner bordering the forest area... …that they could please take care of the forest as this is the only thing remaining for us to conserve... ...I´d like to know how do think about this? - Pals, I have been told about this, sure thing … and generally speaking ... … I have commented it to other fellow farmers, right? …so, taking advantage that we happen to meet on each other´s way, have you got to know about this…? - Another measurement??! We were measured already the last time ...What do you want with more measurements...?? - Well, guys please, we should come to an understanding about this … because you´re right, they have already measured us, but maybe this could bring better results... …that could also be good for us in order to have something to probe that we the are actual owners... …I don’t know if our other fellow farmer has known about it or what does he think… - Well, the project benefits us, to each parcel owner… …at least in my own parcel there are many limit / line problems...yea... So the project is beneficial in allowing us to control from one owner to the neighboring farmer. Pals...in my case I would like to say...that I have known little about this issue... ... but if you are saying that you are going to measure once more, again... …well...no way , I can be found here in my job post available to check the limit colinding each one of us - Look boys, if you all agree on this issue, well...we already count with the support of an organization... … that is to say a group of technicians from ACCION CONTRA EL HAMBRE. They are going to come here and will bring some materials.. …such as the GPS, and with that gadget is that we are going to measure each one´s parcel. Presently, conflicts related to the use of land and natural resources comprise a huge break for development. It is considered that a vast ammount of land is underused and inefficiently laboured. Mechanisms to recognize and publish the adquired rights of producers are required. It is needed to improve and promote conflict resolution mechanisms... ... at the local level and it is mainly needed to improve the present mechanisms of organization and recognition... ... of land and natural resources rights. In Nicaragua, although the issues related to natural resources are vastly extended, ... ...they have broad differences and their own characteristics... ...in each department and region. Madriz is located in the center North of Nicaragia and it´s main problems are: a deficient productive system,... ... lack of food security, difficulties... ... in the access and legalization to land property,... ... and the absence of mechanisms of land management... ...to ensure a sustainable land use. At last, this issues produce a hard competition... ...and considerable conflicts linked to the use and exploitation of natural resources, such as; water,... ... forests,... ... and productive land. This system, as centralized as it is, raises the economic costs... ...to declare and enrol a land property. ¿ Which are those living far away ? Well, these are the smal producers, ... ... those who have from one to ten blocks as I reffered before... ...and are those who hardly come because their economic costs... ...coming to legalize, coming to find a lawyer to run errands... ...can be more expensive than the property itself. In Madriz´s case , for example, ... 57 % of land properties don´t have... ...suplementary titles or don´t have public deed,... ...or any other legal documents. Considering the total land area, almost 78% has a public deed. That is showing that land is getting concentrated... ...and those that are not being benefited with legalization... ...or with being able to enrol are the small producers. I would say that the uncertainty in legalization ... ...has to be revised, because it is not allowing... ... to lawfully recognize rights. It is not allowing to get to the local level. Therefore, the importance of creating local methodologies... ...is what we think is best at Accion Contra el Hambre so that... ...it should be possible for producers to update their situation or even make possible... ...that other producer from farther or larger communities... ...from greater municipalities, may... ...report, to say so, the land trades they are fullfilling. It is important to highlight the process... ... of overconcentration in land property... ...as well as underuse in productive lands... ...mainly resulting from the reselling of reformed lands,... ...and the present economic crisis. Presently the legalization system is... characterized for having a pretty centralized profile... ...not allowing access to many producers... ...to legalization. Similarly, there is no updated record... ...of land property transactions, which... ...in turn produces that much of the information in Madriz... is not updated. Generally,... ...Municipalities and local organizations... ...do not have the necessary resources... ...for the implementation of cadasters. In line with this kind of issues... ...and after studiying many experiences... ...from other organizations, Acción Contra el Hambre ... ... and the"Gaspar García Labiana" agricultural cooperative... ...located in the community of Santo Domingo of Telpaneca... ...have decided to work jointly to implement... ... a methodology that may improve... ...the local management of natural resources. Using participatory techniques... ...of decision, together with precision tools easily operable. Comprising this concept in what we could call... ..."Farming Participatory Surveying". Consequently, this will allow us... ...to screen the status of natural resources... ...and more importantly this will be done in a participatory fashion... ...involving all inhabitants... ...in the community. Well, we proposed this project as a cadastral ... ...alternative. Therefore, if it is validated... ...in a general way, I guess that could be an alternative... ...but we are still speaking on a methodology validation basis. I think this could be an interesant alternative... ..for (land) legalization issues in Nicaragua. The designed methodology is based on four basic principles. 1. Participation and social involvement in the process... ...2. precision. 3. low costs... ...and 4. finally, the possibility of adapting the methodology... ...by local organizations. So, as a land management tool.... ...and as the main task of the activity,... ...we tried to perform the cartographic representation of parcels... ...within the cooperative... ...so that we could provide to the need of sizing and marking off... ...with the closest exactitude all parcels... ...and facilitating conflict resolution... ...regarding party lines, inner public trails and footpaths,... ...and use of natural resources . The "Gaspar García Labiana" cooperative... ...formed by 288 partners... ...bases its economy and its ... ...way of life mainly growing shade coffee ... ...and other basic grains; such as corn and soybean. This cooperative was born...when the (sandinista) revolution exploded... and in 1985 we climbed up to 7 communities here... ...in Santo Domingo. When the agricultural reform was launched, they bougth these lands... ...where we are right now. Since then, we have been pulling the burden... on our backs, as a long prayer, struggling to make the farmers fellows... ...labor the land, see it as their own... ...like it, protect it... ...work it. And now that we are ... ...more people, today that we are thousand and six hundreds, I believe... ...we are around thousand and seven hundred inhabitants, including an inner ... ...section that is the section five. A huge number of fellow inhabitants... ...today having trained people, young fellows... ...already trained and prepared. The project has been developed in several phases. A participatory mapping was performed... ...by which producers represented using cartography... ...and marking manually limits... ...and community resources. roader 4...the trench close to the road goes down... ...it is here, right? This is the ermit... This exercise allowed... ...to identify issues such as... ... knowing the population´s local perception... ...about their territory. We learnt to... ...take the coordenates, most of all. We didn´t do that... ...the map limits and now this is something... ...more equitative, most of all, about (using) that mapping. It´s not anymore as we used to do it, without the corresponding ... ...party lines, without limits. Now we know that making a map... ...the first thing we must take... ...are limits. So, after that,... ...we can continue and make... ...a "general" map. Having that we can support... ..not only to the community...€ ...but also to any... ...person that may have a problem... ...of limits (in their land). Afterwards this, the organization and ... ...delimitation of parcels was done. In order to do that, a local team was formed... ...incharged to organize the secuence ... of producers and zones to delimitate. Delimitation between phases was performed and also the... ...the delimitation of the perimeter of the cooperative... ...delimitation of community areas... ...forests and spaces for natural regeneration... ...and the delimitation of producer´s parcels... ...owners, (and) members of the cooperative. Looking to find... ...mainly security. Because now we are... ...within only one land tittle of the cooperative... ...and we don´t have a legality... ...corresponding to our pieces of land. Thinking in the future, we... ...have managed this project. So that in the future or children may have a legality... ...and that we have what to leave to them. So that other person cannot take it from them ... ...away just like that. Following the principle of social participation... ...it was expected that producers themself... ...who jointly agreed could set... the limits of their parcels. In this way, the producer carrying his GPS... ...goes bordering the total perimeter of his parcel... ...until he arrives to the starting point. Try, there... So he can be a witness... We are measuring. Go with him... ...go both of you, each one side by side... ¿ How much is the aproximate area? Around half a block, I was given that last time. Which are the crops here in the parcel? Here I have got corn, only corn this year... ...because I didn´t grow soybean. To us this is something, how can I put it... ...that we didn´t know but we already saw that this was ... ...something good because we measured land with a walking stick only... ...this was unrealistic... ...what we used to do. Now with this... ....we know that this something well... ...done, exact. Because this is something that measures in an exact way. For the delimitation of the parcels... ...and in the presence of posible limit conflicts... ...it has been stablished that each delimitation is done in the presence... ...of the colindant neighbours... ...and at least two witnesses that may validate the ... ...newly delimited areas. The division of our place should be done and no problems should arise... ...among us. Each one of the nearby neighbours... ...one against the other should respect each other. Because although there are this things... ...and they may help, sometimes, brothers,... ...those that are nearby, sometimes they have trouble. From then on there are not going to be problems. What I think... ...that the guy that may be staying in this place... ...working, that he knows that he will be ... ... working in, where he will be working ... ...and install a fence in the moment he may can . That is what I think. And regarding the witnesses... ...if there is a problem now I can call them. We know that the land was done by God and we didn´t do it. So, it is bad to struggle for the land... ,,,because the struggled land does not deliver a good produce...yeah ...we say this based on our experience, we are old and savy. Also, law workshops we offered to the cooperative partners... ...about community parceling,... ...property rights , use and access to land. Also, participants have exchanged... ...experiences using specific examples from the community. Accion contra el Hambre has disregarded totally... ...to interfere or to participate in the decision taking... ...regarding limits or party lines. This activity is to be undertaken... ...by the members of the community. Regularly, data are stored... ... in the computer. All this information is processed and managed ... ...using geographic information systems. In the process, problems related to the protection areas were detected... ...and those of natural regeneration... ...where the agricultural border... ...is reducing the surface. Also, producers have in their... ...parcels community goods... ...as, for instance, water sources. This producers have received... recommendations of use in order to boost conservation. In this regard, the cooperative studies solutions together with involved... ...producers, trying to involve them in conservation taks... ...for those areas. Conserrvation. To work on conservation tasks... ...in the parcel on basic grains and also... cofeee. It is needed that we work trying our best effort... is organic coffee growing... ...and also the conservation of ... trees, also taking care of them. To deal with the shadow, the higher we can. Also some issues have emerged among the limits of different propietaries... ...but these have either been solved over a consensus basis... ...or are being dealed by the directives of the cooperative. Acitivities developed by the community... ...in Santo Domingo, have contributed with several... ...elements that could be used and aplied in two ways;... ...one is the local management of natural resources... ...because it allows their graphic knowledge... ...promotes a participative discusion about their status... ...and invites to plan its explotation in a participatory fashion... ...and on a consensus basis. The other element is the consolidation of democratic participative processes. Activities, being participative, provide an auspicious ... ... environment to solve local conflicts. Elements above mentioned,... ... reinforce the concept of social participation ... ...as an important mechanism to find... ...lasting and sustainable solutions... ...due to the fact that it is funded on ideas and priorities of the stakeholders ... ...and local inhabitants.
