The 27th Region presents "Ingenious Methods for Happy Regions" In territories, there are people… so local policies must be designed with these people. The 27th Region is a public transformation lab that does not use old recipes, but seeks for new approaches.

The 27th Region is a research and innovation lab for the public sector that is dedicated to the 26 French Regional governments. We operate in a place, a territory that can be a neighborhood, a school, a railway station... and we place there a creative team : architects, designers, artists, but also researchers and social sciences specialists. By creating a dialog between designers and the local stakeholders, it's possible to generate more efficient projects, a bit cheaper, more desirable, more ergonomic, which are all the qualities we try to apply through design. This is what we call "service design". We realize we must change now... it's obvious that public policies are malfunctioning. Whatever innovative idea one can have, if we don't reinterrogate the problems we have, then nothing will change... We cannot treat today's problems with yesterday's solutions. In this first chapter, we propose you to discover the first stage of the "ingenious methods" used by the 27th Region and other innovators in the public sector. This very first step is called "immersion" which consists in spending time on the spot, to share daily life of people in a place, in order to build a better understanding of their living. EPISODE 1 : IMMERSION What can be done when doctors retire or leave from rural places of Auvergne ? In the office of the local county council of Pionsat - Auvergne Region "Good morning, we're working with the county council on the project of Community Health Center in Pionsat. We are here this whole week, - actually we will spend 3 weeks here to investigate and meet people, so we would be delighted to meet him this week" "The Regional government demands a better coordination of medical care So the issue is : how can we support home care for sick, older, fragile people old people -cause we're all getting older !" Here is Christian Bason He is from Denmark and he is the director of Mindlab in Copenhagen Mindlab is a governmental public innovation laboratory that was created in 2002. "The problem is : how can we attract and keep health professionals in Pionsat ? Observation : many of them were born here - but not only ; they often come from the Regional Education Center for Care and many of them are trainees who do not intend to stay" UNDERSTANDING INTERACTIONS "We've met people individually, we've tried to meet the most heterogeneous people, either older people, either helpers working for them" Here is Gisèle Bessac. Her job is to conceive cultural and social projects. Presently, she is in immersion and has spent several days traveling in the county, spending time with many people working for older people : physiotherapists, doctors, but also postmen or mobile bakery. "These maps show the psychological and social profile of this county. They are part of our toolkit." "We felt that there was some pressure and emergency and that the health house should be built quickly, readily, and that we were a kind of "key" to it, so no, no, no... Here is Marie Coirié, designer who is back from two weeks in Auvergne. She's now in Paris for a debate after her immersion in Pionsat. We explained that we were here to appraise the care and health offer and to explain there was maybe a danger in going to fast." "People from the Regional government came to see us because the projects they receive through their calls for proposals are mostly based on building renovations. They tell us : "we don't know what exactly what, but something essential is missing in these projects". "We needed much time to understand the local community not even in an exhaustive sense, but just to feel how people interconnected, how people moved in this territory. This time for observation is absolutely essential. At least in Pionsat it's really important." SHARING A LIFE EXPERIENCE This high school loses pupils : how can we reinvent it by opening it to the outside ? In the high school Jean Moulin of Revin - Champagne-Ardenne Region "It's only by spending time here that we can feel closer to the reality. Here is Romain Thévenet, designer at the 27th Region, in charge of the coordination of the teams. He spent three weeks in Champagne Ardenne inside the high school of Revin. Now he's back one year later. "Just an exemple : a few minutes ago we met pupils who told us how different the lobby was since we came last time, which is something the headmaster had not told us about... We could not have known it without going there especially." "Let me explain you what happened in Revin : We spent 3 weeks there, including sleeping in the boarding school. During these weeks we met many people, we asked them to describe their life in the school having lunch with them, when it was easier for them to talk. but it was weird for them seeing adults sitting with them We talked as much to pupils as to teachers, employees, etc. We also met people from outside..."
