I am announcing a two-part emergency plan

00:07 → 00:10

to help struggling families make ends meet.

00:10 → 00:12

The first part of my plan

00:12 → 00:14

is a $1,000 emergency energy rebate

00:14 → 00:17

that would go out to families this fall

00:17 → 00:21

to cover rising prices not only in gas but also in home fuel.

00:21 → 00:25

Now the second part of my plan is 50 billion dollars in stimulus

00:25 → 00:28

to help jump start job creation

00:28 → 00:32

and help local communities that are struggling due to our economic downturn.

00:32 → 00:35

If you make $250,000 per year or less,

00:35 → 00:38

we will not raise your taxes.

00:38 → 00:42

We will cut your taxes.

00:43 → 00:49

In fact... my plan provides three times the amount tax relief

00:49 → 00:52

to middle class families than John McCain does.

00:52 → 00:56

So I am happy to have a debate about taxes with John McCain.

00:56 → 01:00

I already proposed, that we are going to invest 15 billion dollars a year…

01:00 → 01:01

…15 billion dollars a year

01:01 → 01:04

in new green technologies that can create

01:04 → 01:07

up to five million jobs a year,

01:08 → 01:12

rebuilding our economy with clean energy

01:12 → 01:14

solar, wind and bio-diesel.

01:14 → 01:16

We’ll put young people back to work

01:16 → 01:18

insulating homes,

01:18 → 01:21

we are going to create the new cars of the future...

01:21 → 01:24

the plug in hybrids that get 100 miles a gallon,

01:24 → 01:26

and we are going to make them right here

01:26 → 01:28

in the United States of America.

01:28 → 01:31

As president I’ll get though on enforcement

01:31 → 01:34

and raise penalties on lenders who have broken the rules.

01:34 → 01:36

For homeowners facing foreclosure

01:36 → 01:38

through no fault of their own,

01:38 → 01:42

we’ll create a fund and reform bankruptcy laws to give them a shot at avoiding foreclosure.

01:42 → 01:45

We’ll mandate that prospective homebuyers

01:45 → 01:48

have access to accurate, complete information

01:48 → 01:50

about their mortgage options.

01:50 → 01:53

And we’ll give middle class homeowners added relief

01:53 → 01:56

by providing a tax credit that covers 10 percent

01:56 → 01:59

of families mortgage interest payments every year.

01:59 → 02:03

That’s the change that America’s homeowners need right now,

02:03 → 02:05

and our entire economy can use it as well.

02:05 → 02:08

Half of all personal bankruptcies

02:08 → 02:11

arise because somebody has a serious illness.

02:12 → 02:15

That will change when I am president.

02:15 → 02:18

If you can demonstrate that you went bankrupt

02:18 → 02:20

because of medical expenses,

02:20 → 02:23

under my plan you will be able to relieve that debt

02:23 → 02:25

and get back on your feet.

02:25 → 02:29

It’s also time to let our unions do what they do best,

02:29 → 02:31

which is organize workers.

02:31 → 02:34

If the majority of workers want a union,

02:34 → 02:36

they should get a union, it’s that simple.

02:36 → 02:39

We need to stand up to the business lobby

02:39 → 02:42

that has been resisting it and go ahead and pass

02:42 → 02:44

the Employee Free Choice Act.

02:44 → 02:46

That’s why I’ve been fighting for it in the Senate,

02:46 → 02:48

and I’ll make it the law of the land

02:48 → 02:50

when I’m president of the United States of America.

02:50 → 02:53

It’s because of this long standing commitment to working families

02:53 → 02:57

that I will not sign any trade agreement as president

02:57 → 03:00

that does not have protections for our environment,

03:00 → 03:03

and protections for American workers.

03:03 → 03:06

And I intend to pass the Patriot Employer Act

03:06 → 03:10

that I have been fighting for ever since I ran for the Senate

03:10 → 03:12

so that we can end tax breaks for companies

03:12 → 03:15

that ship jobs overseas

03:15 → 03:17

and give those tax breaks to companies

03:17 → 03:19

that create good jobs, with decent wages

03:19 → 03:22

right here in the United States of America.

03:22 → 03:25

I will double spending on quality after-school programs

03:25 → 03:28

so that you can know that your children are safe and secure.

03:28 → 03:31

And that’s why I’ll expand the Family Medical Leave Act

03:31 → 03:34

to include more businesses and millions more workers

03:34 → 03:37

to let parents participate in school activities with their kids…

03:37 → 03:40

and to cover elderly care.

03:40 → 03:43

And we’ll finally put federal support behind state efforts

03:43 → 03:46

to provide paid medical and family leave.

03:46 → 03:49

We will require employers

03:49 → 03:52

to provide seven paid sick days each year.

03:52 → 03:56

We’ll enforce laws that prohibit caregiver discrimination,

03:56 → 03:59

and we’ll include flexible work schedules

03:59 → 04:03

to better balance work and parenting for mothers and fathers.

04:03 → 04:07

That’s a change that working families need all across America.
