Quiero darle a todos una calurosa bienvenida a la junta publica internacional numero 34 del ICANN. Es un honor y un placer llevar acabo esta junta en la Ciudad de Mexico. Departe de la comunidad del ICANN, extiendo mi mas sincero agradecimiento a los organizadores locales de este evento. Han pasado 30 anos desde la ultima vez que visite Mexico. En aquel entonces, yo era el capitan de el equipo de la seleccion de voleibol de la Universidad de Nueva Zelanda. Y llegabamos a esta ciudad para competir en las olimpiadas estudiantiles que se estaban llebando acabo- -en el mismo periodo, en donde en 1968 se habian celebrado los juegos olimpicos. Esta... [applause] Es un placer este regreso a esta ciudad. Ladies and gentlemen, welcome to our 34th international public meeting. That simple sentence is those 3 words... The decisions that ICANN makes do not come from on high. They are not made by a small group that says, "This is what must happen with the internet." ICANN's decisions are made--these decisions that inform and shape the way the internet operates-- --are made in and because of meetings just like this one-- --where stakeholders like you come together to inform the discussions, to share insights and experiences, to shape the future of the internet. Our reporting process lays out everything for people to see and to hear. Indeed, you can find on our website MP3 recordings of meetings that happened as far back as 2003. Such is the record of transparency the organization has built and is committed to. The ideas on how we proceed are not just rubber stamped by our board. They go out in draft form, they are discussed, they are analyzed by the wider community-- --they are developed, redrafted, and developed further. They're shaped to represent the will of the wider internet community. That's what's happening now, for example, with the new gTLD consultation. And that wider concept of consultation with the community takes us to the first word in that sentence: international. The discussions and ideas come not just from a single corner of our vast globe or from a single culture. They come from literally everywhere. They come from business, from civil society, from the technical community, from governments, and from internet interest groups. They come from Africa, from North and South America, from Asia, from the Middle East, from Europe, and even, extraordinarily, from New Zealand. The work the international ICANN community is going to do over the coming days here in Mexico will happen in public. We'll be talking about the fast track Friday in ccTLDs. So in our outreach to the nations of the world, we have heard back so far from 31 countries-- --who have indicated that they are interested in participating in our fast track process. Together they represent a total of 15 different languages and, of course, many more scripts. They represent the thin edge of the wedge in one of the biggest changes in the history of the internet. Something else we are going to be talking about: new generic top-level domains. People are talking about whole new business ideas based on new gTLDs-- --and I've had the privilege here in Mexico already of meeting people promoting brand new businesses that have been set up in the past few months-- --all ready to take advantage to serve the new gTLD community. Others are looking at branding opportunities. Communities and cities and regions are talking about applying for their extensions. On the other hand, we have heard very clearly the concerns that people-- --especially the business community, have about some aspects of this program. We are committed not to opening up the application process until we have addressed these concerns. I, and I know my fellow board members, completely understand and want to respect the rights of trademark holders. The first public comment period on the draft application guidebook closed back in January. After 75 days of public comment, we received more than 300 comments from 24 different countries-- --and thousands of businesses represented by trade organizations. The comments came from individuals, organizations representing intellectual property interests-- --brand owners, business owners, ICANN supporting organizations, domain name industry players, and governments. And again, I want to thank, as I did last night, members of the business stream. We've set up a new stream at ICANN meetings to improve our connections with the business community-- --and we've already had a positive early exchange of views looking at improving issues such as remote participation and security. So it is with great pleasure that I declare the 34th meeting of ICANN open. Thank you. [applause] Thank you for that, ladies and gentlemen. Now it gives me great pleasure to welcome Ms. Gabriela Hernandez as our keynote speaker this morning. She is the new Vice Minister of Communications of Mexico. She holds the highest responsibility as the head of the policy-making body of the telecommunication and information sectors in Mexico. She was appointed by President Felipe Calderon last month. She was previously General Director of Telecommunications Policy at the Ministry since 2007-- --and holds a long-standing career in the Mexican public sector at the Ministry of Commerce and also in consumer protection matters. Her original training is as a lawyer-- --and she recently included in her portfolio a new department called Coordination for the Information Society and Knowledge. It's an honor to have her at this opening ceremony, and minister, I invite you to address a few words to our audience. Thank you very much. [applause] Muchas gracias. Muy buenos dias. En representacion del Gobierno Mexicano, quiero darles la bienvenida a esta trijecima cuarta reunion- -de la corporacion de Internet para la asignacion de nombres y numeros ICANN. Gracias a los organizadores AMIPCI, nic MX, y el Capitulo Mexico de la Internet Society. Asi como todos los patrocinadores nacionales y extranjeros por hacer posible que este- -trascendente acontecimiento tenga un lugar en nuestro pais. Bienvenidos. Las comunicaciones, las telecomunicaciones- -y en particular las tecnologias de la informacion, tienen un impacto positivo en la productividad, en la competitividad, y por supuesto en las condiciones de vida de la poblacion. El Gobierno Mexicano esta convencido que dar acceso a todo la poblacion- a la Sociedad del Conocimiento, es una forma de mejorar las oportunidades de la poblacion para mejorar su bienestar. La brecha ya no es solo entre los que mas tienen y menos tienen. La diferencia mas relevante, hoy, es la del conocimiento. Por tanto, se hace imprescindible que todos los Mexicanos puedan conectarse a la carretera de la informacion. Porque solo asi se podran ofrecer oportunidades sin distingo a la poblacion. Para ello invitamos a todas las empresas que integran esta industria, a los tecnicos, los academicos, los empleados publicos, y las organizaciones no gubernamentales- -a unirse al esfuerzo que el Gobierno Mexicano realiza- -para reducir la brecha digital que separa a los Mexicanos, asi como la brecha que existe entre las naciones. El presidente, Felipe Calderon, a sostenido en diversas ocasiones- -que lograr un Mexico completamente comunicado, es una condicion indespensable- -para competir y ganar en un mundo globalizado. Por lo que desde su administracion impulsamos el desarrollo del sector telecomunicaciones. Un pais comunicado no solo sera un pais competitivo. Sino tambien un pais mas justo, mas prospero, y mucho mas unido. Para estar a la altura de los paises con los que Mexico compite y comercia- -el gobierno federal trabaja en varios frentes- -para impulsar las tres ces que integran la politica de esta administracion. Competencia, cobertura, y convergencia. Para promover la competencia requerimos la entrada de nuevos actores. A fin de que los consumidores tengan mas y mejores opciones que les permitan acceder a los servicios de telecomunicaciones. En especial a los de banda ancha. Por ello, la secretaria de comunicaciones y transportes, estamos trabajando para romper con las inercias- -que han retrasado el crecimiento de la infraestructura de en telecomunicaciones. La entrada de nuevas empresas y el desarrollo de nuevas oportunidades de negocios- -ya sea por medios de servicios inovadores o por problemas relacionados con barreras a la entrada. Existen otras acciones de politica publica que el gobierno esta impulsando- -para estimular el desarrollo del sector, como los programas de covertura social y de telefonia rural. Con el objectivo de prestar servicios telefonicos fijos y mobiles, de acceso a Internet, y las tecnologias de la informacion- -en las poblaciones que permanecen aisladas. No solo geograficamente, sino tecnologicamente. Creemos que para que todos los Mexicanos puedan vivir mejor, deben tener acceso a la internet y a los servicios de telecomunicaciones. Y para ello estamos trabajando. Ademas, la inversion en tecnologia es prioritaria para este gobierno. Por ello estamos impulsando el desarrollo de una red alterna, para interconeccion, por medio de la fibra de comision federal de electricidad. Y por medio de la introduccion de ductos en la red de carreteras que posteriormente podrian ser utilizados- -para incorporar el uso de la fibra oscura. El objetivo es que cada vez mas Mexicanos tengan acceso a los servicios de banda ancha y los beneficios que esto lleva. Nuestro programa promueve la convergencia. Ya que habre la posibilidad de que los operadores puedan ofrecer- -una amplia gama de servicios de telecomunicaciones. Sin mas restriccion que los avances de la propia tecnologia. Para ello estamos promoviendo el desarrollo de una red publica. Que le proporciona acceso a estas tecnologias desde todos los puntos de contacto del gobierno con la poblacion. Que para el 2012, esperamos puedan conectar a 30 millones de Mexicanos desde mas de 200,000 puntos. O el programa de ciudades digitales que promueve- -la adopcion, la estratejica intensiva de las tecnologias de la informacion y comunicacion. Para crear valor economico y social. Nuestro presidente dice que es inprecindible que todos los Mexicanos podamos conectarnos a la misma carretera de la informacion. Que tengamos la misma oportunidad de acceder a la informacion. Que contemos con los instrumentos educativos, tecnologicos, y de conocimiento. Que verdaderamente nos permitan igualar las oportunidades. Y en su administracion creemos definitivamente en ello. Las telecomunicaciones son un vehiculo para elevar la calidad de vida de los Mexicanos. Nuestra tarea, como autoridades, es formular las politicas que permitan que los Mexicanos cuenten con los servicios que requieren. Que pueden elejir a us proveedores y que puedan acceder a mejores precios y tarifas. Sin embargo, sabemos que nos falta mucho por hacer. Aun nos encontramos muy resagados frente a otros paises en cuanto a la cobertura de servicios de telecomunicaciones. O la proporcion de las empresas que cuentan con Internet. Porque esta sigue siendo muy baja. Y lo mismo, es muy bajo el numero de usuarios de Internet en nuestro pais. Es un reto. Tenemos que incrementar ese numero de usuarios. Tambien lo sabemos, y tenemos que resolverlo. Sigue siendo una concentracion muy alta. Tanto de capital tecnologico, como de recursos humanos capacitados en algunas regiones o ciudades del pais. Y eso impide extender los beneficios de las tecnologias de informacion y comunicacion a mas habitantes de todo Mexico. En las ultimas semanas, en la secretaria, hemos dado pasos decididos para adaptar certeza juiridica, garantias para la inversion, y ampliar la competencia entre las empresas del sector. Con acciones como la consolidacion de las areas de servicio local, la autorizacion de comercializadoras, y el otorgamiento de titulos de concesion, el envio de propuestas para las licitaciones al especto radioelectrico proximamente- -son medidas concretas para avanzar en este sector. Acciones que promueven la reduccion de los costos de interconeccion entre operadores, los costos entre empresas, los costos para los usuarios. A fin de cuentas, todas estas medidas retundan en mejores tarifas y mas oferta de servicio para los usuarios. Es decir, mejoran las posibilidades de los Mexicanos de acceder a las telecomunicaciones y con ellos a las tecnologias de la informacion. Estamos convencidos de que nuestra tarea como gobierno es transformar al pais, y transformarlo para el largo plazo. Es decir, tomar ahora decisiones que tengan un impacto para las proximas generaciones de Mexicanos. Para conseguir estos objetivos, que como govierno nos hemos fijado, es necesaria la corresponsabilidad con las empresas del sector, con otros gobiernos, con los usuarios, con los tecnicos. En fin, con todas las partes que hacen posible que la sociedad del conocimiento- sea una realidad para muchos de nosotros. Especialmente, para los 280,000 dominios registrados- -al dia de ayer en el ICANN de Mexico, en los mas de 30 millones de Mexicanos usuarios de Internet. La tarea que ustedes abordan en estos dias, son trascendetes para el funcionamiento del Internet. Como hasta hora la conocemos. Sabemos que la busqueda de consensos es la base de este trabajo. Y por ello seguiremos atentamente las conclusiones a las que arriben en cuanto a la neutralidad de la red y su regulacion, las opciones para nuevos dominios de red, el uso de los nuevos caracteres para los nombres de dominio y el nuevo protocolo de Internet. Todo esto para seguir haciendo posible que el mundo se conecte y viva por medio de la red. Tienen ustedes, esta semana un gran reto por delante. Estamos seguros que van a tener mucho exito. Estamos muy contentos de tenerlos en esta ciudad, en este pais. Les auguro muy buen trabajo en hora buena y bienvenidos. [applause] Minister, thank you very much. I'm going to call upon ICANN's CEO and President, Dr. Paul Twomey, now to thank you and reply. Paul. Vice Minister, it's good if I thank you rather than just trip on the chair. Can I say thank you very much for what was a very interesting speech. You've got a very energetic and transforming set of policies for your government's following-- --and I think we can all find that very inspiring. Many of us here have been friends of Mexico for a long time-- --and it's fascinating to see the growth of telecommunications and internet connectivity and sophistication in Mexico. And again, your administration continues to drive that forward. I was listening to your speech, and I thought there were a number of things that you said that would echo very strongly with this community. Your emphasis upon the importance of knowledge for the Mexican economy and importance of access. The ICANN community is focused on one part of the internet. It is focused not on the transit layer, not on the pipes, nor is it really focused on the application layer-- --but on the addressing and routing and the protocols that actually help all the various devices connect as one single interoperable internet. And I think at the heart of that is a very deeply felt commitment to openness of access-- --a very deeply felt commitment that when every new person in Mexico joins the internet-- --that they will have access to content and to people all through the network-- That it's not a set of national networks but it is the single network in which each device helps connect people together. And so this community, and there are some 20,000 people around the world who are actually part of this community-- --are very committed to ensuring that the single global interoperable internet serves the citizens in Mexico and others. As they become connected, they can actually access all parts of the network. Competition, you might mention, is an important part of your agenda-- --and I think we also think that competition and choices are very important-- --and as you pointed out, one of the key topics we are discussing this week is on providing more competition and choice-- --particularly in the generic top-level domains. And that's not an easy task, as you often know with competition issues-- --and we're still working through many issues. But that's an important issue for us as well. And I suppose finally I would say you mentioned convergence-- --and at the heart of convergence, really, is the use of the internet protocol. And so the addressing community, which is an important part of ICANN-- --is also very commmitted to ensuring a globally coordinated mechanism for the allocation of internet protocols-- --through the original internet registries-- --but the policies they helped set come to us for consideration and endorsement-- --to specifically ensure in a fair global court allocations of internet protocol vision for and, as you indicated, the new-- --11 or 12 year old--internet protocol version 6-- --which is a very important new identifier which would allow much greater use of internet protocol-- --to connect all sorts of devices and all sorts of things to the network. So I think in some respects the things that are on your agenda, in our narrow limit-- --which is the unique identifier system of the internet, it echoed when I listened to what you said. It really echoed because there are key things you're concerned about that I think we are also concerned about in our own community. I'd like to say, finally, thank you for your speech and opening. We much appreciate it. Thank you to the government of Mexico and to the Mexican internet community-- --for helping to host and offering hospitality to our community here. We, I think, love being in Mexico City and we wish you every best wish and success.
